Torres and Cape Suicide Prevention Community Action Plan: Northern Queensland PHN

Background

In line with NQPHN Strategic Objectives, indicators of need, and the commitment to Suicide Prevention action planning NQPHN commissioned Beacon Strategies to develop a Suicide Prevention Community Action Plan (SPCAP) for the Torres and Cape Hospital and Health Service area that is aligned with the Joint Regional Wellbeing Plan for North Queensland and the Better Health NQ commitments. 

The resulting plan will facilitate key stakeholder commitment in accordance with the Black Dog Institutes (BDI) Lifespan Framework and guide the delivery of agreed outcomes under the NQPHN joint planning commitments and commissioning processes.

Through the NQPHN Health Needs Assessment (2019-2022) it has been acknowledged that there are a number of relevant primary mental health care, Alcohol and Other Drugs (AOD) and suicide prevention, intervention and postvention service issues to be addressed across the region. The needs assessment also indicates that mental health and suicide prevention issues are exacerbated in the Torres and Cape. 

As the Cape York and Torres Strait region/s do not have a Suicide Prevention Community Action Plan in place (and in line with the Activity Work Plan), NQPHN has committed to addressing this gap.

Approach 

The project will be outlined by a set of key tasks and deliverables :

  1. Conduct a situational analysis including the review of relevant research, policies, plans, related activities in other areas, data analysis, and review of the previously developed Draft Plan

  2. Engagement plan including documenting the proposed consultation in alignment with the BDI Lifespan Model, the regions community and service delivery context and the processes to be used to facilitate consensus and commitment to the proposed actions.

  3. Consultation activities in accordance with an agreed engagement plan regarding the relevant issues, current in-scope activities or responses, reflections on the previously developed draft, current collaboration mechanisms, and opportunities for collaborative action 

  4. Consultation activities in alignment with the engagement plan regarding proposed actions, the agreed process for collaboration and co-design, implementation endorsement and feedback mechanisms.

  5. Community action plan drafting including a framework proposed for evaluation in alignment with the BDI Lifespan model.

  6. Implementation guidance drafting to support any proposed commissioning decisions including an agreed strategy focused on the collaborative body’s initial activities.

  7. Establishment of a collaborative body in alignment with the BDI Lifespan implementation roadmap.

  8. Feedback consultation and resulting revisions to finalise the deliverables. 

  9. Final plan delivery to NQPHN and key agencies with facilitation of the consideration of the plan and its implications.

Outcomes

As a part of this project, a collection of communication channels have been developed to engage with local stakeholders to participate in the development of the plan, build momentum locally for when this plan is implemented in the Torres and Cape region and spread knowledge about the work that is being done for this project more widely, including project activities and meeting outcomes.
