Background
The Greater Choice for At-Home Palliative Care Program aims to improve access to quality palliative care at home and in the community, aligned with national and state policy directions.
Brisbane South PHN commissioned this needs assessment to inform planning and implementation under the program, ensuring future activity is grounded in evidence, data and stakeholder perspectives and aligned with the PHN needs assessment policy framework.
Approach
The needs assessment followed the Primary Health Networks Needs Assessment Policy Guide (2021) and applied a structured, mixed-methods methodology.
The work involved:
Review of relevant national, state and local policy and strategy documents
Analysis of national and local health datasets
Review of existing Brisbane South PHN population health and needs assessment data
Mapping of services available across the region that support at-home palliative care
Identification and analysis of demand drivers
Consultation with system partners, service providers, carers and other stakeholders
Synthesis of quantitative and qualitative data to identify system-level gaps and areas for future focus
The approach was designed to provide a whole-of-system view of at-home palliative care, considering service availability, workforce, coordination, accessibility and equity across the region.
Outcome
Beacon Strategies delivered a comprehensive At-Home Palliative Care Needs Assessment report for Brisbane South PHN.
The report provides an evidence-based foundation to support planning, prioritisation and future decision-making, incorporating data analysis, service mapping and stakeholder insights in a single, consolidated document.
