Country WA PHN Primary Healthcare Workforce Framework for WAPHA

Background:

Western Australian Primary Health Alliance commissioned this work to establish a shared, system-level framework to guide primary healthcare workforce planning across Country Western Australia.

The framework was developed to support more consistent, coordinated and place-based approaches to workforce planning, recognising the diverse contexts, challenges and operating environments across regional, rural and remote areas. 

Approach:

Beacon Strategies led the development of the framework using a structured, evidence-informed and consultative approach.

The work included:

  • Review of relevant national, state and regional policy, strategy and workforce planning documents

  • Analysis of existing primary healthcare workforce and service context information across Country WA

  • Consideration of Primary Health Network roles, levers and constraints in workforce planning

  • Engagement with WAPHA teams to test assumptions, refine scope and ensure alignment with commissioning and planning processes

  • Development of a clear, structured framework to support consistent application across diverse local contexts

The approach focused on creating a practical planning framework that could be applied flexibly, while maintaining a common structure and language to support shared understanding and decision-making. 

Outcome:

Beacon Strategies delivered a Primary Healthcare Workforce Framework for Country WA PHN. The framework provides a structured foundation to guide workforce planning, prioritisation and decision-making across regions, supporting alignment between strategy, commissioning and implementation activities.
