Co-design of a Refugee Health Model: Northern Territory PHN

Purpose

Beacon Strategies partnered with Northern Territory PHN to lead a co-design process to improve a refugee health service model for the Northern Territory and develop an appropriate transition plan for service provision. Beacon Strategies followed up the co-design process by identifying change management recommendations that supported the implementation of the service model.

As part of the project, Beacon Strategies undertook the following activities for Northern Territory PHN:

  • Reviewed the refugee program health model against the intended outcomes of the changed model of service implemented in 2017 (see Situational Analysis Findings slide deck below).

  • Led the facilitation of a co-design process with relevant stakeholders where a refugee health service model for the Northern Territory was identified, informed by the history and experiences of stakeholders and improves the intended outcomes of the program.

  • Developed a transition plan to support changes required to implement the agreed improved model for the Refugee Health program.

  • Developed a report that advised NTPHN on

    • the proposed refugee health model

    • co-design methodology and stakeholder engagement

    • a transition plan with stakeholder roles

    • identification of agreed reporting outcomes

    • timeline for implementing transition and change process to the current refugee health model.

Outcome

Following the conclusion of this project, Beacon Strategies delivered a service model and transition plan to the Northern Territory PHN with consideration to the project purpose, objectives, approach, activities and limitations. Implementation steps were outlined that enabled the NT PHN to successfully apply the new service model. 

To conclude the report, a number of recommendations were identified that would facilitate a successful transition process. These recommendations started from reviewing and endorsing the draft service specification and concluded with undertaking ongoing performance monitoring and evaluation of the redesigned service model.
